Col Sriparakash Pany

Col Sriprakash Pany is Professor Emeritus in the area of IT & National Security Management at BCCM, Bhubaneswar.

Col Sriprakash Pany, an alumnus of Rajkumar College, Raipur and National Defence Academy, Khadakvasla – Pune, got commissioned into Signals Branch, responsible for Communication & IT of Indian Army in December 1977.  Subsequently, he completed BTech in Electronic & Telecommunication from College of Military Engineering, Pune & Mhow in 1985.  He has done MTech in Electronics & Communication from IIT Kharagpur in 1990. With his avid interest for management, he has also completed MBA Degree from Indira Gandhi National Open University.

He has had two faculty assignments of three years each  in Military Engineering Colleges at Mhow & Pune and one Operations Manager assignment in Army HQ Computer Centre. 

Col Pany has served in various field Signals units in difficult areas of Assam, Leh-Ladakh, Sikkim and participated extensively in static communication exercises utilizing defence equipments. As Staff Officer (Communication) in HQ Eastern Command, Kolkata in 1998, he framed the architecture for modern communication in the entire Eastern Army, utilising state of arts telecomn equipment / technology.  Subsequently, he implemented the plan during his command of 17 Mountain Div Sig Regt (1999-2001).  With his enthusiasm, Sikkim-WB Sector saw a revolution in communication including hot line between India & China. Having empathy for the forward troops to speak to the near & dear ones, Col Pany worked on providing STD PCOs in remote border locations ( hundreds of km away),  without any BSNL footprint, on a combination of different defence communication medias. Same got applauded by Communication Minister of India and on request, half rate was sanctioned for defence PCOs of Sikkim.

As the first Director C4I2 (Command-Control-Communication-Coordination-Intelligence-Interoperability) in newly raised HQ Integrated Defence Staff (2001-04), Col Pany worked on integration & inter-operability of Communication between Army, Navy & Air Force, in alignment with the US Army. He led Indian delegation to Pentagon, Washington in Feb 2003 & was invited to be an observer of US Joint Operations at Hawaii Islands in May 2003. Col Pany was awarded Chief of Army Staff & Chief of HQ IDS Commendation Card for his notable work in Sikkim & Delhi.

After 27 years of Defence career, Col Pany took voluntary release in 2004 to head a very challenging task of Project Roll out and Operations of Tata Tele Services in East. He has worked as Head Operations at TTSL, Reliance Communication & American Towers Corporation for nearly a decade in East, Gujrat, MP-CG & Odisha.

Having a blend of defence and industry experience, Col Pany joined KIIT University, Bhubaneswar as a Professor in Electronics School & Chairperson of  the Industry Engagement Cell  from 2013 to 2016. During his tenure, he had trained and mentored many young minds with industry relevant skillset and entrepreneurial mind-set. His contribution towards industry connect and skill upgradation at KIIT University is noteworthy.

He also served as CEO of KIDS Hospital, Bhubaneswar and restructured its operating procedures to be termed as a multi-speciality Hospital. On invitation, he joined Odisha Public Service Commission (OPSC) as a Technical Advisor during 2019 to 2020. He helped OPSC in revolutionizing its recruitment process & administrative functions through digitalization and by thoughtful design of candidate friendly website.

Presently, he is an Adjunct Faculty at IIT Bhubaneswar & has been instrumental in design & conduct of new elective Course ” National Security & Defence Dynamics” for all branches of Engineering & Technology. Further, he is a BOG member and Honorary Mentor at Bhavan’s Centre for Communication & Management, Bhubaneswar.
